cortisone is not illegal because gymnasts use it for strenght and durability and also to help heal joints.

HGH is an anabolic agent, causing the building of muscle. Anabolic steroids have a similar effect.

Cortisone is a steroid, but one that does not have an anabolic effect. It is used primarily as an anti-inflammatory or for immunosupression.
